Rules & Regulations for Prevention and Prohibition of Ragging
AICTE Notification
The All India Council For Technical Education (AICTE), New Delhi vide its Notification no.
37-3/Legal/AICTE/2009 dated 25-03-2009 has taken a very serious view of ragging incidences
in educational institutions and on Directions of the Hon’ble Supreme Court of India vide its Order dated
16.5.2007 has ordered strict implementation of rules & regulations for prevention and prohibition of ragging in technical institutions.
Various Types of Ragging
- Ragging has psychological, social, political, economic, cultural, and academic dimensions.
- Disrupting academic activities or exploiting juniors for academic tasks is ragging.
- Financial extortion or forceful expenditure burdens constitute economic ragging.
- Any act of physical abuse (sexual, physical, lewd acts, harm) is criminal ragging.
- Verbal, written, or online abuse and humiliation are psychological ragging.
- Ragging violates human dignity and can lead to tragic outcomes like suicide.
Actions Against Ragging
- Strict disciplinary action — suspension, expulsion, or debarment.
- FIR must be filed for every incident with local police.

Punishments may include:
- Cancellation of admission
- Suspension from classes
- Withdrawal of scholarship
- Debarring from exams/events
- Expulsion or fine up to ₹25,000/-
- Institutions must inform AICTE about each incident and actions taken.
- Courts should handle ragging cases on priority.
